FIFA Guidance on France vs Iraq Postponement Amid Severe Weather Alerts

A severe weather warning has significantly impacted the Group I match between France and Iraq, part of the World Cup festivities.

Flash flooding poses a particular risk in the United States, one of the three co-hosts of the World Cup alongside Canada and Mexico, during the months of June and July.

According to the National Oceanic and Atmospheric Administration (NOAA)'s Weather Prediction Center, the peak of weather reports indicating 'flash flood season' occurred between June and July from 2007 to 2017, where floods typically develop within three to six hours of heavy rainfall.

Concerns have arisen regarding adverse weather conditions expected to affect the Philadelphia area on Monday afternoon, coinciding with the scheduled match time between France and Iraq.

UPDATE: FIFA announced the suspension of the match after half-time, with France leading 1-0. A 15-minute delay was imposed in addition to the half-time interval due to the threat of lightning strikes.

Players returned to warm up approximately two hours following the initial delay, as per FIFA protocols, which stipulate that a match must be halted or delayed if lightning is detected within eight miles of the stadium. Fans are required to vacate their seats, and all players must seek shelter off the pitch until it is safe to resume play.

Once conditions permit, both teams are allowed a brief warm-up before the match can continue, but only after a 30-minute period without lightning.

In the Philadelphia area, a First Alert warning has been issued for Monday afternoon and evening, as NBC10 Philadelphia predicts potential 'torrential downpours, damaging winds, and even an isolated tornado' during the alert, which is set to run from 3 PM to 11 PM local time.

The match is scheduled to kick off at 5 PM Eastern Daylight Time (EDT). While some severe thunderstorms may develop in the afternoon, the more significant threat is anticipated during the evening hours, characterized by heavy rain, damaging winds, and the possibility of tornadoes.

CBS has reported that power outages could occur alongside inclement weather, which may affect FIFA's technology used during the World Cup, including goal-line technology and VAR systems.

Official guidance from the US government indicates that in the event of a lightning strike, individuals should wait at least 30 minutes after the last thunder before resuming outdoor activities due to lingering electrical charges in the atmosphere.

The criteria for halting activities include visible lightning, audible thunder, or threatening sky conditions.

The guidance states that a significant lightning threat can extend from the base of a thunderstorm cloud up to six to ten miles away.

FIFA officials are tasked with monitoring weather conditions, utilizing weather radars and lightning detection technology, and implementing a lightning safety plan in case of severe storms.

While weather-related suspensions are uncommon in elite football competitions, they have occurred previously in European Championships. For instance, in 2012, a match between France and Sweden was suspended just five minutes in due to torrential rain and lightning in Donetsk, Ukraine.

According to UEFA rules, if a match cannot resume, it is postponed and rescheduled for the same time the following day. Fortunately, after an hour's stoppage, the teams were able to complete the match.

At Euro 2024, a severe lightning storm caused a 25-minute suspension of the match between Germany and Denmark, prompting players to leave the pitch while fans sought shelter during the delay.

In a separate instance in the NFL, officials postponed a Minnesota Vikings versus Philadelphia Eagles game in 2010 due to a blizzard threat, shifting the match back by two days due to a forecast of one foot of snow.

Should the weather prove severe enough to delay the match between France and Iraq, there is no official deadline for when the game must be played. However, a decision would be made to postpone if necessary, with the match resuming from the moment it was halted on the date of the rescheduled game.

The most likely rescheduling would be on Tuesday, as NBC10's service forecasts that rain will diminish overnight, with no severe weather expected thereafter.
